Frank Kettlewell

Presenting over forty (40) years of experience in the Design, Construction, Management, and Consulting of Industrial, Commercial, Power Generation, Petrochemical, Oil and Gas, Microelectronics and Basic Mineral/Mining projects.
Mr. Kettlewell is a seasoned construction professional with an extensive and diverse background that includes business ownership, executive management and project experience which is complemented by his practical field experience (Craftsman, Craft Supervision, Field Management and Project Management).
Real world experience in the areas of Design Coordination/Review, Constructability Reviews, Project Management, Construction Management, Contract Administration, Multi-Discipline Estimating, Budgeting/Cost Control, CPM Scheduling, Change Order Reviews/Negotiations, Contract Dispute Resolution, Litigation Support and Expert Witness testimony experience that includes Deposition, Mediation, Arbitration, State and Federal Court.

In addition, as an Associate Professor, Mr. Kettlewell has taught construction cost estimating and scheduling  at the University of Colorado - Boulder.

James E. Kelley, Jr.

Mr. Kelley is a senior alliance consultant with over forty (40) years of experience in the construction industry, both in field construction assignments and in a consulting role.
As a consultant, Mr. Kelley previous clients have included construction contractors and subcontractors, design professionals, private and public (federal, state, and local) owners of construction, real estate developers, mining company owners/operators, manufacturers, insurance and surety companies, utilities, attorneys, and financial institutions. Consulting services have included claims preparation and analysis (including expert testimony), construction planning (including estimating and scheduling), program/project management advisory services, operational/organizational analyses as well as performance/ productivity enhancements.
In addition to the above, Mr. Kelley is an active member of the Panel of Arbitrators with the American Arbitration Association.

Robert Johnson

Mr. Johnson is a senior alliance consultant with over thirty (30) years experience in engineering design and construction management. His diverse background includes all phases of engineering, project management, construction management, shop fabrication, module fabrication, field construction, estimating, scheduling, material control, project controls, procurement, equipment inspection and construction claims.
Mr. Johnson has construction contract claims/dispute resolution experience and has provided expert witness testimony. His project controls experience at the engineering office and on the construction site includes project management, estimating, cost control, CPM scheduling, physical progressing, manpower loading/allocation, weekly and monthly status reporting, change order control, cash flow analysis, risk analysis and profit/loss financial analysis.

Thomas E. Finnegan

Mr. Finnegan is a senior alliance consultant with over eleven (11) years of experience in the construction industry on high-tech manufacturing, power plant, industrial, petrochemical, commercial and residential projects.
His experience includes project cost/schedule control; contract
administration; overall site coordination including supervision of trade contractors, construction activities and installations; cost estimating during all phases of design and construction; and the development and implementation of project procedures.
He has five years of construction contract disputes consulting
experience. In this regard, he has been responsible for schedule delay and impact analysis, claim report preparation, building code compliance analysis, implementation of document databases, change order analysis, issue analysis, assistance to counsel during discovery and deposition, and preparation of expert witnesses for deposition.
In addition to the above, Mr. Finnegan is an active member of the Panel of Arbitrators with the American Arbitration Association.

Martin R. Jenkins

Mr. Jenkins is a senior alliance consultant with over twenty (20) years of construction experience and provides services in owners representation, construction management, change order reviews, and construction claims analysis. Mr. Jenkins has claims experience in residential, commercial, industrial, underground and transportation construction, with diverse field experience as a Laborer, Equipment Operator, Mechanic, Superintendent, Field Engineer and Construction Manager.
Mr. Jenkins has performed various roles in acquiring his claims analysis experience including project manager, schedule analyst, cost analyst, and issues analyst in the areas of tunneling, power stations, industrial facilities, hospitals, airports, commercial buildings, parking garages and mining facilities. He has experience in the analysis of claim entitlements in the areas of negligent contract administration, weather delays, impossibility of contractor performance, delays and disruptions to contract completion, owner's breach of implied warranty, defective and deficient plans and specifications, contractor termination, contractor acceleration, and interruptions to labor productivity.
Mr. Jenkins has conducted construction claims avoidance and partnering seminars for the University of Colorado, Colorado Department of Transportation, Denver Water Board, Indianapolis Department of Transportation and Public Service Company of Indiana. Mr. Jenkins is an active member of the American Construction Inspectors Association and the Association of Construction Inspectors.
